If her speed this year is 12% faster than last year, her time is 100-12=88% of last year's time.

(88/100)(4min(60s/min)+23s)=231.44 seconds

(180+51.44)/60

3 minutes 51 seconds

where F(30) is the cumulative probability distribution

then from binomial probability tables

P(X≤30)= F(30)= 0.3653 (36.53%)

therefore the probability that the graduate program will have enough funding for all student that join the program is 0.3653 (36.53%)
