Scientific notation cannot be anything less than 0, or greater than 10. Thus, you have to move the decimal place to the left to get it to a place where it turn 444000000000 into a number that fit these requirements.

To get it to fit such requirements, you move the decimal to the left exactly 11 times. This eleven is important because it is the exponent of 10.

So basically you get the 4.44 by moving the decimal place 11 times to get the number to be between 0 and 10, and then the number of times you move the decimal is the number that your exponent will be. (the exponent isn't negative because if of what direction the decimal end up moving in if you were to move it back to its original place and turn your 4.44 * 10^11 back to its original form. It moves to the right, which is a positive movement. If it were to move to the left to make it back into 444 billion, THEN would it be a negative exponent.)
