The act based immigration on a national-origins quota system, which provided immigration visas to 2% of the total number of people of each nationality in the United States, based on the 1890 national census. The Act specially restringed the entry to the country of Mexicans, Eastern, and Southern Europeans and Japanese. However, it allowed for more immigration from Northern European nations, and people who had a college education and/or special skills.
