D. FEMA

FEMA stands for the Federal Emergency Management Agency.  Today, it operates as an agency within the Department of Homeland Security.  It was originally created in 1979 as a way of coordinating the response when a disaster occurs and local and state agencies are not enough to manage the situation.  

FEMA didn't manage the Katrina situation as well as it should have, and emphasis on making FEMA more responsive has been in focus since then. The annual budget of FEMA in 2017 was around 15 billion dollars ... but Congress needed to appropriate additional funds (to a total of around 22 billion dollars) because of the massive impact of hurricanes Harvey, Irma, and Maria inflicted so much damage.  Those hurricanes did a total of about 200 billion dollars in damage -- FEMA is only one source of aid in efforts to rebuild and repair after disasters hit.
