The larger goal was uniting Americans around the war effort.

Cracking down on dissent would be a negative action in support of the larger, positive goal the government sought. The government wanted a fully united public in support of the war, and so it put out the message that that freedom of speech might have its limits in times of war.

When making foreign trading policies, things like tariffs decide how many things will be imported from where. If you have a most favored nation, you give them lower tariffs and thus motivate them to trade more with you and you help their economy. There can also be an opposite when you make tariffs higher for someone in order to reduce their importing.

The primary religion in the Ottoman Empire was Islam. In the Ottoman Empire, so much of its territory practiced the Islamic faith, which made mostly the whole empire follow the Islamic faith. Many of Islams holy places are in the Ottoman Empire, and also that the man that was regarded as the Islamic leader, Suleiman, was in the Ottoman Empire too, and other Muslim rulers that were on earth.
