In order to maintain their status as servants, white southerners at that time prevent many ex-slaves to vote and obtain a job to sustain their own living. This stagnated the development of African american communities until eventually the civil rights act was created.

The jim crows law enabled racial segregation to be conducted in united states. At that time, African american citizens were forced to use public infrastructure separately from the white citizens, usually those that are significantly lower in quality.

Giving them permission to reorganize would transfer the autonomy to govern their territories back to southern states. The 10 percent voters are made to took a loyalty oath in order to ensure that the republican party still dominant in the presidential election.

All of these legislation were made to improve the standard of living of minorities in united states. Even though initially many of southerners opposed to these legislation , overtime more and more people were able to be convinced to treat the minorities as equal citizens.

At that time, the life principles that held by abraham lincoln was considered to be extreme by the southerners. The congress at that time believed that most southerners would blatantly reject the reconstruction programs that proposed by Lincoln. It took decades for southerners to eventually changed their mind about the proposal.

After the slavery ended, southern economy experienced a massive stagnation. President Jhonson wanted to introduce the industrial revolution to the southern states so the southerners could maintain their business system and increase their productivity even without the use of slave labors.
