By having a separation of powers, no single branch can take over or build up too much power. Each branch has a different role in government, so no branch has power over everything; they all need to work together in order to make an efficient government.

There are many circumstances and reasons as to why that people sat on the seat that was meant to be empty that would not make them instantly perceived as racist or prejudiced, but assuming that they are based on that one action would be an example of a correspondence bias.
