17 pages MUST be in smaller type and this is why ::: 

Let x be the number of pages in smaller type. 
Let ( 21 - x) be the number of pages in larger type. 

Thus, 48,000 = x ( 2, 400) + 1,800 ( 21 - x) 
48,000 = 2,400x + 37,800 - 1,800x 
10,200 = 600x 
10,200 / 600 = 600x / 600 

17 = x
