Answer: There are many limits to freedom of the press. For example, the press isn't allowed to publish anything that incites immediate violence/unlawful activity. Also during war times, the press has limited freedoms pertaining to what they can and can not publish, which has been in effect since World War I.

It is not a summary as summary is a shorter version of a given text. Paraphrasing includes both key points and sub points and can even be longer than the original source.

You should always cite a paraphrase, otherwise it's plagiarism as you are using somebody else's words.
