Before the war power resolution, The president has the power to initiate war to any countries as the president pleased

The war powers resolution made the president unable to initiate war without receiving the approval from the Congress. Because of this, the war power resolution extremely limited presidential authority to mobilize our military forces.

The War Powers Resolution, also known as the War Power Act, limits the U.S president's military powers. According to this resolution, created in 1973, the president has 48 hours to inform Congress that they have entered a military engagement by sending troops abroad. Also, this resolution establishes that the military can't remain in the conflict for over 60 days without Congress approval or a formal Declaration of War by the United States.
