Thomas Jefferson was the ambassador of the United States in France in the period from 1785 to 1789. During this time, Jefferson tried to establish policies that would benefit the trade of the United States, taking into account the power dispute between France and England, trying not to take a position on the war of the moment which did not result in an expected ending to the nation since both France and England developed strategies to avoid free trade of the United States in their territories by not supporting any in war. However, in 1785 he had the possibility of signing the trade agreement with the territory known today as Germany. Subsequently, he also signed the consular treaty agreement with France that ensured equal treatment of the consulates of both countries, the United States and France. During the last year of his representation in 1789 the French revolution was unchain, and Jefferson supported it with his Democratic-Republican ideas. He even advised the Marquis de Lafayette who had become a rebel during such revolution. A really important fact to highlight is that the Declaration of the Rights of Man and of the Citizen was deeply inspired by Jefferson's ideas in the declaration of independence.

The speaker commands the instruments to play loudly. He imagines the sound bursting through a "solemn church", scattering the congregation, into the school where the scholar is studying. He imagines the sound disturbing a bride and groom. He commands the instruments to play so loudly that it changes that they disrupt everyone's life.

The author intended to invoke the enviroment of war without speaking about soldiers. He uses onomatopeia and enphasis in certain words so that the speaker, whilst reading the poem, could also imagine the drums playing.

That which is "solemn", "quiet", and "peaceful" is meant to be disturbed, to be changed by the loud instruments playing.
