Cleisthenes created a limited democracy in Athens by giving all the free men living in Athens the right to vote. He also chose to support the popular Assembly as opposed to the nobles of the city of Athens.  He based the individual political responsibility on a place rather than a tribe or a nation. In other word, people who lived in Athens were given the right to vote as discussed above. 
Cleisthenes was a politician who is regarded as the founder of democracy in Athens. He also served as the chief magistrate of Athens.
