I would say F, but you can really choose any of them if you have a good reason to back it up.

You could choose F if you wanted structure and rules that applied to everyone. This would be the choice if you wanted the country to be really unified. It would be more efficient in decision making.

You could choose A if you weren't interested in expanding.

You could choose C if you wanted more independence for each state. However, this could result in something like the American Civil War if different states clashed over who would take what territories or what laws to have in different places.
