Two things wrong here are
1. The questionnaire should be in the form of a table with tally marks and all that.
2. She should specify how much they spend per week, per month, per year or in how much time they spent that much money.

NM=OL ⇒ 3y-6=7 ⇒ 3y=13 ⇒ y=4.3

Hence, x=12 and y=4.3
