In her March 31st "Letter to John Adams," Abigail Adams feels cheerful and lighthearted due to her belief that with the development of the newfound United States, woman have a chance of being formally recognized and empowered (politically, socially, and economically) by the new government.  She feels a sense of hope for all the free people of the new United States, an emotion she did not feel - as she notes in her letter - during the previous year.
