I am assuming it is a system of equations and that you need to find x and y

-x-7y=14 so -x=14+7y, x=-7y-14

-4x-14y=28 substitute x , 
-4(-7y-14)-14y=28, 
28y+56-14y=28,
14y=28-56
y= -28/14= -2
