When rounding always look at the digit before the place. In this case we rounding from the thousandth place, so we need to look at the hundredth place. If the digit in the hundredth place is 5 or above, then you have must change the thousandth place to the next integer which is 7. However, if the hundreth place is lower than 5, then the digit in the thousandth place does not change. Hope this helps!
