I think its the executive branch!
Inalienable rights: Rights for humankind that cannot be denied to anybody. They are life, liberty, and the pursuit of happiness.
Self-government: How the people of the USA can govern themselves, how they can play a part in the running of the government.
Separation of Powers: The separation of powers within the government, with the judicial, executive, and legislative branches.
I would think it is "In some regions, African Americans were required to
pass the same test as white citizens before they could vote." Because
the very badly written sign says that if a African american had an
education that he could vote with the whites.
