I think the answer is A. because to find how many bags of 6 muffins there are, you have to subtract 12 first.

The equation is 12 + 6x = 36.

To find x, you have to start from the back. When you move equations to the back, the sign changes. 

36 - 12 = 24
(I changed the sign from addition to subtraction)

24 / 6 = 4

x = 4
x = amount of 6-muffin bags.

That's why the answer is A.
