The first was that they believed that the size and speed of the vessel would render it impervious to potential submarine attacks (submarines having not yet been fully established as capable weapons of war in the eyes of many). The second was that the public believed that the Germans would not attack a passenger liner, as it was against the rules of naval engagement.</span>
