And 1877 Congress passed Electoral Count Act Hayes became president Hayes removed remaining troops from the South to end Reconstruction. The Republicans promised that if Hayes was elected, he would withdraw the last of the federal troops from the south, allowing the only remaining Republican Reconstruction governments to collapse.
