The Articles of Confederation were the first Constitution in the United States. The Continental Congress proposed it in 1777 but were ratified until 1781.

Under the Articles of Confederation, the states were sovereign and had so much power. The federal government was limited. Congress could create legislation buy could not enforce it. Its "hands" were tight. Congress could only declare war, make alliances, sign treaties, run a post office, oversee relationships with Native American Indians, and appoint military officers. If Congress needed money, it had to ask the states for it.
