The event happened during the Segregation period when schools for black and white students were separated due to the racial tension among the people. Mayor William took a first step of the abolishment of the schools that soon followed by other cities in united states.</span>
Well, personally I think that it is flawed: it limits the inflow of new ideas into politics. I think that one way to address it is to abolish the electoral college and introduce country-wide representative elections and not a "winner takes it all" system.
