The purpose of the 13th amendment was to completely outlaw indentured servitude and slavery in the U.S.
the answer is: d.was primarily concerned with westward expansion and internal problems.
At that time, the plan for westward expansion created internal debate among different groups in united states since it require large amount of investments and could bankrupt the whole country if it failed.
Because of this huge risks, united states' attention was taken mostly by this issue, to the point where we could not seriously be involved in overseas expansion.
