President Johnson believed in equal opportunities and equal access to education for all Americans. He signed the Higher Education Act of 1965, as an answer to his own troubles with entrance to higher education. This Act stipulated the largest federal funding for secondary education: no student should be denied access to higher education based on his background.

Johnson used education as an avenue to help eradicate poverty and provide an equal opportunity to have success in life. An educated person is a productive member of the society and also has a better quality of life than an uneducated one.

Unknowingly if he tries to move the helicopter, he might end up hurting the person who is ducking under the helicopter. Thus, the person must take care of his safety and not stand or move in places like this where the pilot cannot see.
