Hoover appealed for job retention and encouraged voluntary charities. Homeless people began to call their slums "Hooverville." Unemployment rose to 25% in 1933 and there was no social security in the country. The depositors of the failed banks all lost their savings.

As a result of unemployment, half a million Mexican immigrants were forced to return to their homeland since 1929. When the economy showed no signs of recovery, Hoover, for example, departed from Finance Minister Andrew Mellon's stance that the state could do nothing to ease the situation. In 1930, he signed the Smoot-Hawley Tariff Act, which significantly raised tariffs to protect domestic industry, and supported the founding of the Reconstruction Finance Corporation, which began in 1932 and included public construction projects.
