Accent beats are more strongly emphasized than others. Accents which do not match to the stressed beats of the usual meter are said to be syncopated. For example, in common time which is also termed 4/4 the most communal meter in popular music which is the stressed beats are one and three. The syncopation is used in classical music, popular music and traditional music.

The Act defines an employer as any person engaged in a business affecting commerce who employs people, but it does not include the federal government or any state or political subdivision of a state.
