Enumerated powers are enumerated in some kind of document.
Implied powers are not specifically enumerated in some kind of document, but they would be necessary to fulfill some responsibility.
The concept of natural rights is most clearly contained in the Declaration when it states that human beings are endowed with the rights of "life, liberty, and the pursuit of happiness"
Those are not rights granted by the Government but are natural rights bestowed on all mankind.
Factors that are reasons for settling the British colonies are the following;
- To become rich
- Religious freedoms
- Voting rights
- Rewards
- Religious toleration
- Land
Any of those that are not mentioned above is not considered to be a factor of a reason for settling the British colonies.
