The key challenge he may face in most aspects of his new position is resistance from colleagues he met on ground before he was hired. It is common knowledge that most employees do not always like change especially if such changes would affect them or their unit in one way or the other. They are oftentimes comfortable with status quo and would likely oppose the change irrespective of what it has to offer if warmly received by them.

With regards to Jonathan's terms of appointment, he is expected to bring on the table his own style of management by reshuffling the existing staff possibly in all the positions for optimal performance and also impose consequence management action on those employees who are not willing to work with the change. He would have to block all loopholes that create financial constraints hence bring about savings knowing fully well that he will be rewarded with a bonus based on the amount that he is able to save. Jonathan would lead by example like being punctual at work, dedicated to his work which in turn boost the moral of the team that he manages.
