Yes, I believe these activities are okay as long as the vehicles being used are eco-friendly. When it comes to modernization, air pollution is normal, thus people may be allowed to pollute as long as the benefit of polluting the environment outweighs the damages to the nature. Also, regulation of activities is very significant, in order to lessen those which are real or heavy contributors to air pollution. This is also the reason why there is a "Number Coding" on vehicles, in order to lessen traffic and pollution. I believe number coding or other related schemes should also be extended to snowmobiling and power-boating.
