I believe the answer is: emerging diseases

Emerging diseases do not create a problem on a current time, which why people do not pay attention to them. But, it can very well create a problem in the future if it's left unhandled. Since very few people is influenced by it, it is very hard for scientists to obtain proper funding for the research to address the issue.
