Men outnumbered women in the stadium by a ratio of 9 to 5?does this mean there were 14 people in the stadium 9 men to 5 Women? I

f not then what does the statement mean?

It doesn't necessarily mean that there are 14 people in the stadium it however does mean that for every 9 men there is 5 women.
