Alfred Thayer Mahan (1840-1914) was a military man and a navy officer, known for his innovative military ideas for that time.  After observing what was happening with the British Navy against France, he was convinced that the United States needed to build a bigger and stronger navy if the nation wanted to be protected and defend its territories. He shared his ideas and strategies in the book "The Influence of Seapower Upon the French Revolution and Empire."

Trade-offs are based around the idea that in order to get something, we have to sacrifice something in return. A simple example would be you going to work. You earn money but you sacrifice your time in order to do it. In order for one thing to increase, another thing has to decrease in a trade-off, which means that you can't have your cake and eat it too.
