Combine sentences 1 and 2.

Beginning sentences with different parts of speech do not vary the length of the sentences. Also sentence 3 does not need more detail. it is already overflowing. Also inverting the verbs and subjects is used to create a question, it is not widely popular as a statement.

Attach the fragment to sentence 2.

Since sentence 2 introduces the date that improvements were made to the skateboard, it would make sense to connect it with sentence 3 since sentence 3 talks about what year the commercial version of the skateboard appeared .

In 1961, Congress passed a resolution recognizing Samuel Wilson as the original Uncle Sam.

Both sentences are focused on the resolution. This is the best way to combine the sentences without using any extraneous words.
