The original headline is stating that the Congressman is trying to get the immigration agenda onto the floor of Congress to be discussed. Since we need to rewrite the headline to make it more neutral and not change the meaning, options that show negativity should be eliminated immediately. Opposes and retracts will both change the meaning since oppose means to go against and retract means to take away. Forces is also not a neutral word. It is powerful and shows a great deal of power behind it. Advances would be the best and only option.
