There was no consumer boom in the USSR when Mikhail Gorbachev was in the leadership position.  And the military and political elite certainly were not advocating changes.  It was Gorbachev who advocated policies such as perestroika (restructuring) to try to aid the economy, and glasnost (openness) to respond to the desires of the people to be able to express themselves with a greater degree of freedom.
