According to my research the freedman's bureau
main goal was used to help former slaves and poor white folk with the aftermath of the Civil War. So it would have to be option B "to help former slaves succeed in post-civil war america" post-civil war is another name for reconstruction which is the process of building something again and it help many former slaves and poor white people.
