George Goethals was the military engineer who completed construction of the Panama Canal. The correct option among all the options given in the question is option "d". He was appointed the chief engineer of the Panama project by President Roosevelt on 26th of February in the year 1907. The Declaration began with a list of 12 complaints of the black community, which concluded with the statement, "Against all such inhuman, unchristian and uncivilized treatment we here and now emphatically protest, and invoke the condemnation of all mankind."  Then the Declaration listed 54 principles of rights asserted by the UNIA, of which the quoted line above is principle #3.
