Definitely not. It’s not wrong, I think that most of the times you end up being right and even if not let’s just say that it’s better to be safe than sorry. If you suspect someone you can take actions from the start instead of waiting and letting things get worse

Explanation

Lets say your working a serial killer case and in order to find the killer you need to study victimology. In order to do this you will have to look at the behavior of the victim, and how they play a part in the unsubs killing.  doing this does not really mean you are victim blaming, its just helping you get a better understanding on why the unsub targeted that victim.
