Option A does not show that he can manipulate the other animals since it states that the "stupider animals" were unable to learn the Seven Commandments by heart. Since they can't understand his commandments they would be unable to be manipulated. Option F also doesn't say anything about whether or not the animals understood him, just that if they did the animals would be safe. The other four options all talk about how Snowball summarized the commandments into a single maxim. This then allowed the animals to learn and remember it, thus opening the door for Snowball's manipulation.

I do reccomend looking at the back summery, getting an idea. It is more useful to read it, as this is an amazing book.
