George Washington took over treaty negotiations with the Creek Nation of First Nations and also took a line of neutrality in foreign affairs since he knew his country was militarily rather weak since it was a fledgling country so preferred to not make war on foreign powers.

The farmers felt the railroads had monopoly power over them. The farmers essentially had no choice but to send their crops to market on trains. There was not much, if any, competition on most short-line tracks that went through farm areas. Therefore, most farmers had to simply accept whatever price railroads charged to transport crops. Farmers felt the railroads could gouge them by charging high prices and that they, the farmers, had no recourse when this happened. They blamed much of their trouble on this monopoly power.

Weather will be the primary reason. Despite its huge size. the real habitable area is probably less than 10% of its geographical size. Even Southern Ontario is deemed by many I know to be "too cold to live". 90% of Ontario and Quebec are simply inhabitable. I also personally think the entire Manitoba and Saskachewan are not suitable for human habitation unless we can create a way to simply hibernate during the 6 month winter (why there are so few people in Montana and North Dakota?) The fact that Montreal are thrive as a vibrant metropolis is already sort of a miracle and we don't see many such large cities with such severe weather. The only other case I can think of is probably Moscow.

The previous route was very dangerous and was also expensive to traverse. Early travelers encountered dangers such as war zones and diseases. They also had to cross deserts and mountains to get to their destination. Progress was made when a new route via the sea was discovered. This limited the perils that were once faced.
