Answer:

Seventeenth Amendment

Explanation:

According to Article I, Section 3 of the Constitution, senators had to be elected by state legislatures, but due to the increasing corruption and inefficiency in the legislative elections, Congress saw necessary to modify the law and create a new Amendment that supersedes that article. The Seventeenth Amendment (1913) was created with such purpose. Under this new Amendment, citizens were allowed to elect senators to Congress.

The law also modifies the procedure for filling vacancies in the Senate, stating that the state executive should fill the vacancies by making temporary appointments to serve until new elections are held.

Can totalitarian rule ever be a good thing?
Lelu [443]

Answer:

Totalitarian regimes can get away with their government system in modern times because the citizens have been groomed to believe that the state is the greater good. This is the right train of thought for any government system. When people fully support their government, it empowers that state to achieve and do more.

What did Adams hope to accomplish by sending diplomats to france?
Bess [88]
A commission was sent to France in 1797 to discuss the disputes that had arisen out of the U.S.'s refusal to honor the Franco-American Treaty of 1778. President Adams had also criticized the French Revolution, so France began to break off relations with the United States. Adams sent delegates to France to meet with French Foreign Minister Talleyrand in the hopes of working things out. Talleyrand's three agents told the American delegates that they could meet with Talleyrand only in exchange for a very large bribe. The Americans did not pay the bribe, and in 1798 Adams made the incident public, substituting the letters "X, Y and Z" for the names of the three French agents in his report to Congress.
