It was a broad restriction on Chinese immigration by placing a suspension on immigration from the Republic of China. The restriction was intended to last for ten years but was extended indefinitely until it was made permanent in 1902. This ban affected the immigrants in that they could not be allowed to move to the United States.

It prohibited new chinese immigrants from entering the United States as well as current immigrants from regaining entry if they left the United States. Chinese immigrants that were granted entry, through false papers or court orders, tended to move into the new "Chinatowns" that had been established due to the overwhelming anti-chinese sentiment that had been created. Chinese immigrants became a very close knit group that did not wish to socialize or interact with the general population.
