The Virginia Plan suggested that Congress be a Bicameral, where members of the House of Representatives would be elected directly by the people of the country, and senators would be elected by the members of the House of Representatives. This plan was supported by the American states, such as Virginia, Massachusetts and Pennsylvania, since it proposed representation in the congress based on the population of the states. The smaller states, however, supported the New Jersey Plan, which called for a unicameral Congress where each state would be equally represented in Congress.
