The <span>authors of the constitution created a balance between federal and state governments and between large and small states by forming the "Great Compromise," which created two houses in the legislature. One (the House) that favored the larger states, and one (the Senate) that favored the smaller states. </span>
No candidate in the election of 1824 received of a majority of electoral college votes and so the 12th Amendment was needed so as to send the election to the House to decide.
