It is the process of condensation that helps in cloud formation. When water from the surface is taken from liquid form to gaseous form, it rises. In the atmosphere, this water is super cooled by condensation and it forms clouds.

Without condensation, water in the atmosphere will not be able to form.

So, if condensation does not occur, water could not convert from gas to liquid.
