Write out everything that isn't 0

149 and 0000  Those are your two groupings
Now make the first set look like this:

1.49 and 0000 is left over.  How many decimal places do you have to move over to get the decimal on the right side of the last 0

1.490000 -> the decimal moves over 6 times so it looks like this
1490000.  Since it moved 6 times the answer is:
1.49 X10^6
