Well, the government had wanted to gain authority by implementing the social contract theory. This theory had been made during the Age of Enlightenment. This would be the theory that is answering the questions regarding the birth of the social system and also the authority of a state over a person living in the state. This helps very greatly to protect the remaining rights of every citizen.
