According to the rules of subject-verb agreement, phrases or clauses between the subject and the verb do not change the NUMBER
Roosevelt's speech for his audience was mainly for them understand what the war was doing to them in the nation. And apparently the people had different opinions about the war which raised a huge question:

And roosevelt won them over by helping them understand that he shouldn't lead them to a war that they didn't need.
