What point was virginia trying to make at the constitutional convention?

Virginia tried to make a point that the larger the state, the more people the state would have in Congress.  However, the smaller states disagreed with the plan, and demanded that there would be two congressmen per state.  Finally, The Great Compromise was proposed, and both plans were used in the Government.
